Blueprint for a Safer Economy
The State of California's Blueprint for a Safer Economy is a tool to reopen our community safely.
To move forward we must:
- Have been in the current tier for a minimum of three weeks.
- Meet criteria to move to the next less restrictive tier for both measures for the prior two consecutive weeks to progress to the next tier.
Moving backward is based on:
- During a weekly assessment, if our county's adjusted case rate and/or test positivity rate has fallen within a more restrictive tier for two consecutive weekly periods, the state will review the most recent 10 days of data, and if CDPH determines there are objective signs of improvement the county may remain in the tier. In the county's most recent 10 days data does not show objective signs of improvement the county must revert to the more restrictive tier. For subsequent weekly assessments, the above rules apply.
- At any time, state and county public health officials may work together to determine targeted interventions or county-wide modifications necessary to address impacted hospital capacity and drivers of disease transmission, as needed, including movement across more than one-tier. Key considerations will also include the rate of increase in new cases and/or test positivity, more recent data as noted above, public health capacity, and other epidemiological factors.
- Counties will have three days, beginning the Wednesday after tier assignments are announced on Tuesdays, to implement any sector changes or closures unless extreme circumstances merit immediate action.

Why are certain sectors closed or modified?
Many factors are taken into consideration. The activities and businesses that have a lower risk of spreading COVID-19 are allowed to open sooner. Higher-risk activities or businesses aren’t allowed until later tiers. An activity or business’s tier depends on whether it can:
- Accommodate mask-wearing at all times (for example, eating and drinking requires removing masks)
- Allow physical distance between individuals from different households
- Limit the number of people per square foot
- Limit time that an individual is at the business or activity
- Limit time of exposure
- Limit mixing of people from different households
- Limit amount of physical interactions of visitors/patrons
- Increase airflow (such as operating outdoors or opening windows and doors)
- Limit activities that are known to increase virus spread (like singing, shouting, and heavy breathing)

Keeping up with the tier system as a business owner or a community member may be confusing. Below are each tier and the type of things that can and cannot be open if our county is in a specific tier.
PURPLE TIER
Critical Infrastructure: Open with modifications
Gatherings: Outdoor gatherings only with a MAX of 3 households
Limited Services: Open with modifications
Outdoor Playgrounds/Recreational Facilities: Open with modifications
Hair Salons and Barbershops: Open with indoor modifications
All Retail: Open with modifications at 25% max capacity.
Personal Care Services: Open Indoor with Modifications
Museums, Zoos, and Aquariums: Outdoor only with modifications.
Places of Worship: Outdoor only with modifications.
Hotel and Lodging: Open with modifications
Gyms and Fitness Centers: Outdoor Only with modifications.
Restaurants: Outdoor only with modifications
Wineries: Outdoor only with modifications
Bars, Breweries, and Distilleries: Closed
Offices: Remote
RED TIER
Critical Infrastructure: Open with modifications
Gatherings: Indoor gatherings strongly discouraged with modification and a MAX of 3 households
Limited Services: Open with modifications
Outdoor Playgrounds/Recreational Facilities: Open with modifications
Hair Salons and Barbershops: Open with indoor modifications
All Retail: Open with modifications at 50% max capacity.
Personal Care Services: Open Indoor with Modifications
Museums, Zoos, and Aquariums: Open indoors with modifications with indoor activities at a max of 25% capacity.
Places of Worship: Open indoors with modifications at a max capacity of 25% or 100 people (whichever is fewer).
Hotel and Lodging: Open indoor with modifications with fitness centers at 10% capacity.
Gyms and Fitness Centers: Open indoors with modifications with a max of 10% capacity.
Restaurants: Open indoors with modifications with a max capacity of 25% or 100 people (whichever is fewer).
Wineries: Outdoor only with modifications
Bars, Breweries, and Distilleries: Closed
Offices: Remote
ORANGE TIER
Critical Infrastructure: Open with modifications
Gatherings: Indoor gatherings strongly discouraged, allowed with modifications with a max of 3 households.
Limited Services: Open with modifications
Outdoor Playgrounds/Recreational Facilities: Open with modifications
Hair Salons and Barbershops: Open with indoor modifications
All Retail: Open indoor with modifications.
Personal Care Services: Open Indoor with Modifications
Museums, Zoos, and Aquariums: Open indoors with modifications with indoor activities at 50% max capacity.
Places of Worship: Open indoor with modifications at a max of 50% capacity or 200 people (whichever is fewer).
Hotels and Lodging: Open with modifications, fitness centers at 25% capacity.
Gyms and Fitness Centers: Open indoors with modifications at a max capacity of 25%.
Restaurants: Open indoors with modifications at a max of 50% capacity or 200 people (whichever is fewer).
Wineries: Open indoors with modification at a max capacity of 25%, or 100 people (whichever is fewer)
Bars, Breweries, and Distilleries: Open outdoors with modifications
Offices: Open indoors with modifications. Telework encouraged.
YELLOW TIER
Critical Infrastructure: Open with modifications
Gatherings: Indoor gatherings strongly discouraged, allowed with modifications with a MAX of 3 households
Limited Services: Open with modifications
Outdoor Playgrounds/Recreational Facilities: Open with modifications
Hair Salons and Barbershops: Open with indoor modifications.
All Retail: Open indoors with modifications.
Personal Care Services: Open Indoor with Modifications
Museums, Zoos, and Aquariums: Open indoors with modifications.
Places of Worship: Open indoor with modifications at 50% capacity.
Hotels and Lodging: Open with Modifications.
Gyms and Fitness Centers: Open indoor with modifications at 50% capacity.
Restaurants: Open indoors with modifications at a 50% capacity.
Wineries: Open indoors with modifications at a max of 50% capacity or 200 people (whichever is fewer).
Bars, Breweries, and Distilleries: Open indoors with modifications at a max of 50% capacity.
Offices: Open indoors with Modifications. Teleworking should be encouraged.
