                                                 NOTICE TO CONTRACTORS
NOTICE IS HEREBY GIVEN THAT sealed bids will be received in the office of the Department of Public Works of Mariposa County at 4639 Ben Hur Road, Mariposa, California until 4:00 P.M. Tuesday, July 2, 2019 after which said bids will be publicly opened and read in the Public Works public counter at 4639 Ben Hur Road, Mariposa, in accordance with the contract documents referred to as:
      Apron Rehabilitation at the Mariposa-Yosemite Airport - Project # 0318-1901
Any bid received after the time and date listed above will be returned unopened. Bids are required for the entire work described in accordance with the provisions of the contract documents on the proposal forms furnished therein, and in accordance with the Plans & Details, and the Special Provisions. Prospective bidders are encouraged to attend the optional bid-walk as noted below.
DESCRIPTION OF WORK:
The overall objective of the work is rehabilitation of the west aircraft parking apron with new pavement surface, tie-downs and markings. More specifically, the project consists of tie-down anchor removal, paint removal, asphalt pavement removal, base re-compaction, new asphalt surface course, new tie-down anchors and paint marking. The scope of the work is shown on the “Construction Layout Plan”.

MARIPOSA COUNTY DEPARTMENT OF PUBLIC WORKS NOTICE TO CONTRACTORS
                                Apron Rehabilitation at the Mariposa-Yosemite Airport -
                             Project # 0150-1706 Board of Supervisor’s Resolution: 2019-302
COMPLETION OF WORK: The Bidder is referred to Section 8 of the Special Provisions which allows 45 working days for completion of the work. The County reserves the right to assess a penalty of $500 per day for work exceeding the allowed days.
QUANTITY OF WORK: The quantities shown in the proposal forms are approximate only and given as a basis for the comparison of bids. The County of Mariposa does not expressly or by implication assert that the actual amount of work will correspond herewith and reserves the right to increase or decrease the amount of any portion of the work or to omit portions of the work as may be deemed necessary.
COORDINATION OF SCHEDULE: All work will require coordination with other on-going building improvements (i.e. Roofing). Timing of work must be coordinated with the Government Center’s daily schedule. Dust, noise level, and interruption to office work must be kept to a minimum.
BID SECURITY: All bids shall be accompanied by a bidder’s bond amounting to ten percent (10%) of bid amount payable to said County as liquidated damages. Said amount shall be retained by, or said bond shall become payable to said County if the bidder depositing same does not, within 10 working days after written notice that the contract has been awarded to him, enter into a contract with the County.
BID SCHEDULE: The County reserves the right to reduce or increase the bid schedule quantities by as much as ten percent (10%) for each affected line item.
BID QUESTIONS: All bid questions or request for information will be addressed in issued project Addenda without delay as long as they are submitted at least 3 working days prior to the bid close.
DBE REQUIREMENT: This project requires full compliance with DBE.
BONDS: The successful bidder shall, after Notice of Award, furnish a payment bond and a performance bond, each in the amount of one hundred percent (100%) of the contract price, and a maintenance warranty bond in an amount equal to twenty five percent (25%) of the contract price.
ADDENDUMS TO BID DOCUMENTS: The Owner’s Representative may issue addendums to the project specifications as deemed necessary to modify the project documents prior to bid close. Addendums will be in writing and may modify the content of the project documents as well as the date that bids are accepted by the County.
CONTRACTOR LICENSE REQUIRED: The successful bidder and/or their sub-contractor, before contract award, must possess a current Class A or C-12 Contractor’s license issued by the State of California Licensing Board. Failure of the bidder to obtain the required license before award of the contract shall constitute a failure to execute the contract and shall result in the forfeiture of the security of the bidder.
WAGE RATES: Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the County in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the County of Mariposa Department of Public Works and available from the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov.
PAYMENT RETENTION: Upon the Contractor's request, the County will make payment of funds withheld from progress payments, pursuant to the requirements of Public Contracts Code Section 22300 , if the Contractor deposits, in escrow with the County Treasurer or with a bank acceptable to the Department, securities eligible for the investment of State of California funds under Government Code Section 16430 or bank or savings and loan certificates of deposit in accordance with the conditions of the Special Provisions.
AWARD OF CONTRACT: The award of the contract, if it is to be awarded, will be to the lowest responsible bidder whose proposal complies with all the requirements prescribed. Such award, if made, will be made within 60 days after the opening of the proposals. The award of the contract will be subject to the availability of funds. The County of Mariposa reserves the right to reject any or all bids and to waive any irregularities in the bidding.
